Project Team HESC studies the implementation of a numbering range for Harmonised European Short Codes (HESC).

The work to implement the HESC concept is ongoing in cooperation with the European Commission. On 15 February 2007 the European Commission issued a Decision on reserving national telephone numbers beginning with '116' for harmonised services of social value. The amended Decision (29 October 2007) can be found here.

Statement of Intent was signed by the ECC and Missing Children Europe to contribute the implementation of European Short Code 116 000 for hotline services for missing children. The Statement of Intent can be found here.

Ongoing work

The PT HESC work on identifying spare short code numbering ranges within European countries started in the beginning of 2000's. The work concluded that the best number range for harmonizing short numbers was the range starting with digits "11". Thereafter the number range starting with digits "116" was chosen for harmonised European services for social values.
