The Project Team on 'IMT Matters'* (ECC PT1)
* 'IMT matters' include IMT issues that are considered by relevant ITU Study Groups/Working Parties, e. g. aspects relating to new technology candidates for IMT.

Introduction to ECC PT1

Some highlights from the past and present of ECC PT1 can be overviewed in the presentation of the group.

Latest news

ECC PT1 has issued a questionnaire on mobile broadband to CEPT administrations to collect data on the current mobile broadband usage in Europe.
Other stakeholders can also send responses to this questionnaire. Deadline for replies: 20 August 2010.

The 35th meeting of ECC PT1 took place in ECO, Copenhagen, 19-21 May 2010

Main results of the meeting:

SPECTRUM ISSUES:

·         The assessment of a BEM approach for the 900 MHz & 1800 MHz band has been carried out.

·         As long term work item, lessons learned from the current practical experiences with the least restrictive technical conditions (LRTC) in the 3.5 GHz and 2.6 GHz bands will be taken into account for future LRTC development in other bands.

·         The assessment for introducing LTRC framework in the 900/1800MHz bands will be launched once the CEPT Reports in response to the EC Mandate on 900/1800 MHz are finally approved and the EC regulatory framework to introduce LTE and WiMAX in these bands is adopted.

·         The review of ECC Decision (06)01 designating the 2 GHz spectrum to IMT-2000/UMTS was continued based on the results of the questionnaire on the unpaired 2 GHz bands and the ECO information on the licensing status of these bands.

·         The working document on the channelling arrangements in the 3400-3600 MHz and 3600-3800 MHz has been further developed and a set of major preliminary principles related to harmonisation and technical elements agreed; the target date for completion of harmonised channelling arrangement(s) has been shifted to January 2011.

·         The review of ECC Decision (06)00 on licencing and global circularion and use of IMT-2000 terminals was also continued based on the input from WGRA.

·         Draft ECC Report on the use of ‘mobile bands’ in CEPT has been developed based on the ECO information document of the same name.

·         The List of ERC/ECC Decisions for review by ECC PT1 has been agreed and the List of deliverables relevant to the work of ECC PT1 (formerly “The List of ECC and EC Deliverables in the Context of IMT”) has been updated (see section “Useful Reference Documents” below).

SHARING AND COMPATIBILITY ISSUES

·         Three draft CEPT Reports in response to Tasks 2 and 3 of the EC Mandate on 900/1800 MHz (so-called the “In-band”, the “Adjacent band” and the “Aeronautical” Reports) have been finalized and submitted to the ECC for approval for Public Consultation.

·         The draft ECC Report on the new approach for cross-border coordination will initially focus on the 800 MHz and 2.6 GHz bands; The work will continue by correspondence (rapporteur – Mr. Robert Cooper, T-Mobile, UK, robert.cooper@t-mobile.co.uk)

·         Further to WG SE, ECC PT1 resolved the remaining comments under its responsability received during the Public Consultation of draft ECC Report 146 on GSM Multi-carrier (to the GSM-R section).  The relevant updated draft Report will be submitted to the ECC.

·         The list of LTE parameters for use in SEAMCAT will be developed in a new Correspondence Group (rapporteur – Mr. Jean-Philippe Millet, ANFR, France milletjp@anfr.fr); the list of parameters for WiMAX will be defined in liaison with the WiMAX Forum.

MARKET ISSUES

·        this sub-working group has been re-activated to focus on “Future Mobile Broadband Landscape” and will be chaired by Mr. Rauno Ruismaki, Nokia, Finland, rauno.ruismaki@nokia.com. A questionnaire will be developed by correspondence and launched soon in order to collect facts and data on existing mobile broadband usage in Europe.

ECC PT1 updated its work program accordingly.

Minutes of the meeting are available on the ECO Meeting Document Server.
