At its 8th meeting (13 - 16 April 2010, in Budapest, Hungary), CPG PTD considered and agreed on the following issues:
Agenda item 1.5 CEPT Coordinator, Mr Christoph Hildebrand (Germany): to consider worldwide/regional harmonization of spectrum for electronic news gathering (ENG), taking into account the results of ITU‑R studies, in accordance with Resolution 954 (WRC‑07).
Preliminary position in the Draft CEPT Brief was précised in relation to the proposed Methods to satisfy the agenda item in the CPM Text which are supported by CEPT administrations. Draft ECP was developed based on French contribution. Contribution to ITU-R WP5C “Proposal to modify the draft text for the CPM Report on WRC-12 Agenda item 1.5” was agreed by the meeting and will be presented to the WP5C by Germany.
Agenda item 1.7 CEPT Coordinator, Mr Sylvain Germaine (France): to consider the results of ITU-R studies in accordance with Resolution 222 (Rev.WRC-07) in order to ensure long-term spectrum availability and access to spectrum necessary to meet requirements for the aeronautical mobile-satellite (R) service, and to take appropriate action on this subject, while retaining unchanged the generic allocation to the mobile-satellite service in the bands 1 525-1 559 MHz and 1 626.5-1 660.5 MHz.
The two draft ECPs were considered supporting the two different options: No change and Modification of Resolution 222 to implement additional procedures for supporting the regulatory provision of RR No. 5.357A. No agreement to support one or the other was reached for the time being. Participants will have a chance to merge them at the August 2010 meeting. The preliminary CEPT position in the draft Brief on AI 1.7 was revised and contains now the two proposed options to resolve AI 1.7 (Method A for No Change and Method B for the modification of Resolution 222).
Agenda item 1.8 CEPT Coordinator, Mr Nasarat Ali (UK): to consider the progress of ITU‑R studies concerning the technical and regulatory issues relative to the fixed service in the bands between 71 GHz and 238 GHz, taking into account Resolutions 731 (WRC‑2000) and 732 (WRC‑2000).
Draft CEPT Brief was revised based on input documents to this meeting. The revised Brief was agreed except for two proposals included issues which were not studied in ECC Report 124. The text regarding these proposals are kept in square brackets for the further discussions.
Agenda item 1.17 CEPT Coordinator, Mr Jean-Philippe Millet (France): to consider results of sharing studies between the mobile service and other services in the band 790-862 MHz in Regions 1 and 3, in accordance with Resolution 749 (WRC‑07), to ensure the adequate protection of services to which this frequency band is allocated, and take appropriate action.
The drafting activity of draft Brief and ECP was not considered a priority, noting that the next CPG meeting is scheduled in September. The discussions on the Brief and ECP was postponed to the next CPG PTD meeting.
No contributions were agreed by the CPG PTD plenary to be sent as CEPT inputs for the forthcoming JTG 5-6 meeting. Meeting agreed that administrations can join French proposals and it was noted that the deadline for the submission of contributions was set to Friday 23 April 2010, 16h00 UTC.
Agenda item 1.18 CEPT Coordinator, Mr Dominic Hayes (GSA): to consider extending the existing primary and secondary radiodetermination-satellite service (space-to-Earth) allocations in the band 2 483.5-2 500 MHz in order to make a global primary allocation, and to determine the necessary regulatory provisions based upon the results of ITU-R studies, in accordance with Resolution 613 (WRC-07).
Draft Brief on this agenda item was revised by the DG and approved by the Plenary. LS to SE40 with three attached compatibility study was also agreed by the Plenary, the results of the compatibility studies will be included in the draft ECC Report developed by SE40 dealing with compatibility between RDSS and other services in the frequency range 2 483.5-2 500 MHz.
Agenda item 1.20 Coordinator, Mr Alexander Klyucharev (Russian Federation): to consider the results of ITU‑R studies and spectrum identification for gateway links for high altitude platform stations (HAPS) in the range 5850 ‑ 7075 MHz in order to support operations in the fixed and mobile services, in accordance with Resolution 734 (Rev.WRC‑07).
Modifications of the Draft CEPT Brief on were agreed by CPG PTD. The Liaison statement was sent to the PT SE19 inviting them to finalise draft ECC Report (HAPS) in relation to FSS and EESS (passive) issues prior the next CPG PTD meeting. CEPT contribution will be sent to the ITU-R WP5C meeting presenting the results of conducted studies on the impact from HAPS gateway links to fixed and mobile services applications operating in the 5850 – 7075 MHz band.
Modifications to the draft CPM text on WRC-12 AI 1.20 will be submitted to the ITU-R WP5C meeting as a multicounty contribution.
Agenda Item 1.25 CEPT Coordinator, Mr Juergen Nitschke (Germany): to consider possible additional allocations to the mobile-satellite service, in accordance with Resolution 231 (WRC‑07).
The main focus of the discussion was on the band by band analysis contained in the draft CEPT Brief and led to some substantial changes in this section. Draft Brief was revised and agreed by the Plenary. It was agreed that next PTD meeting will be concentrated in particular on ECP. Draft ECP was noted by this meeting without detailed considerations.
