Introduction to ECC PT1

Latest news

The 38th ECC PT1 meeting took place in Biel/Bienne, Switzerland, 10-12 May 2011.

 

 

Main results of the meeting:

 

·         ECC PT1 completed the development of the draft new ECC Decision “on harmonised frequency arrangements for IMT systems used for Mobile/Fixed Communications Networks (MFCN) operating in the bands 3400 - 3600 MHz and 3600- 3800 MHz”. This document will be submitted to the next ECC for approval for Public Consultation.

·         Related to this draft Decision, ECC PT1 identified a number of (mostly technical) elements which should be studied. Relevant additional work items were initially described.
 

·         Further to the improvement of the document during the meeting, ECC PT1 decided to finalise the revision of ECC Decision (06)01 on the harmonised utilisation of spectrum for MFCN within 2 GHz band in an ad-hoc meeting on 27 May 2011. 

·         ECC PT1 resolved comments from the Public Consultation of draft ECC Recommendations (11)04 and (11)05 on cross-border coordination of Mobile/Fixed Communications Networks (MFCN) (which include IMT systems) at 800 MHz and 2.6 GHz respectively. These two new Recommendations will be considered by the 72nd meeting of WG FM in MiesbachGermany, (16-20 May 2011) for final approval.

·         The update of ECC Recommendation (08)02 on cross-border coordination at 900/1800 MHz is still ongoing towards adding LTE and WiMAX technologies and is expected to be finalized at the next meeting of ECC PT1 (September 2011). The work will continue by correspondence until the next meeting.

·         ECC PT1, taking care of the issue of co-existence of IMT systems with radars at the 2.7 GHz, provided additional information to SE 21 "Unwanted Emissions". The work will continue by correspondence.

·         ECC PT1 started to collect lessons learned from practical implementation of Least Restrictive Technical Conditions (LRTC) at 2.6 GHz, 3.5 GHz and 800 MHz and will inform ECC accordingly.

·         Since the EC Decision on the 900/1800 MHz (2009/766/EC) has only just been revised to allow LTE and WiMAX and there has been little practical experience at 800 MHz, 2.6 GHz and 3.5 GHz with the current LRTC, ECC PT1 agreed that there appears no immediate need for development of LRTC in the 900/1800 MHz band. Depending on further developments on this issue, in particular if a need arises to introduce technologies other than UMTS, LTE or WIMAX in the next few years, this issue can be considered further in the future. 
 

·         ECC PT1 informed CPG PTA of its support of an ECP for WRC-12 Agenda Item 8.2 including the proposal for a new agenda item for WRC-15/16 related to spectrum issues relevant to terrestrial IMT systems.
 

·         ECC PT1 also improved its information document on “Future Mobile Broadband Landscape”. The work will continue by correspondence until the next meeting.
