At its meeting in St. Petersburg (17-21 May 2010), WG FM considered and agreed on the following issues:
§ The draft revised Recommendation ERC REC 54-01 on ”method of measuring the maximum frequency deviation of FM broadcast emissions in the band 87.5 MHz to 108 MHz at monitoring stations” was adopted for public consultation.
§ The ECC Report 145 on “a Regulatory Framework for Global Navigation Satellite System (GNSS) repeaters” was finally adopted for publication.
§ A draft new ECC Recommendation on “a Framework for authorisation regime of global navigation satellite system (GNSS) repeaters” was adopted for public consultation.
§ A draft new report on the “use of the frequency bands 27.5-30.0 GHz and 17.3-20.2 GHz by satellite networks” was adopted for public consultation.
§ A draft new ECC Decision on “sharing conditions in the 10.6-10.68 GHz band between the Fixed Service, Mobile Service and Earth Exploration Satellite Service (passive)” was adopted for public consultation.
§ A draft new ECC Decision on “compatibility between the Fixed Satellite Service in the 30-31 GHz band and the Earth Exploration Satellite Service (passive) in the 31.3-31.5 GHz band” was adopted for public consultation.
§ ECC Report 141 on “Future possibilities for the digitalisation of Band II” was finally adopted for publication.
§ A draft revised version of ECC Report 117 on “Managing the transition to digital sound broadcasting in the frequency bands below 80 MHz” was adopted for public consultation.
§ A draft new ECC Recommendation (to replace existing Rec. 31-05) on ”harmonised CEPT examination procedures for the long range certificate (LRC) for non-SOLAS vessels” was adopted for public consultation.
§ The CEPT Report 37 in response to part 2 of the EC Mandate on SRR was approved and submitted to the ECC for final adoption for publication and submission to the EC.
§ Editorially revised version of Annex 3 of Rec. 70-03 (Wideband Data Transmission systems) was adopted for publication.
§ Editorially revised version of Annex 12 of Rec. 70-03 (Active Medical Implants and their associated peripherals) was adopted for publication.
§ A contribution on the update of the ITU-R Report SM.2153 on SRDs was agreed to be submitted by the German administration to ITU-R WP 1B on behalf of CEPT.
§ An updated version of Appendix 3 of Rec. 70-03 together with an introductory paragraph and new layout was agreed to be published.
§ The final version of the ECO report on the “Dynamic Evolution of RFID market” was accepted by WG FM with satisfaction. It will be used as an internal WG FM document for the studies on additional spectrum for SRDs and RFID by WG FM.
§ Another internal report, prepared by the SRD/MG on the result of monitoring campaign conducted by FM22 on SRD core band (863-870 MHz) was accepted as the second reference document for the study on additional spectrum for SRDs and RFID.
§ The revised version of ECC/DEC/(01)03 on EFIS was adopted and forwarded to the ECC for final approval. The concept of “Applications Providing ECS” was not accepted by WG FM. A correspondence group of WG FM was formed to work on this issue. It will be chaired by myself and will submit its report to the next WG FM meeting in September.
§ A first set of conclusions as the result of the questionnaire on the ECA Table was endorsed. A correspondence group will further analyse the replies for the next WG FM meeting in September.
§ The revised version of ECC/DEC/(05)02 on “the use of the frequency band 169.4 – 169.8125 MHz” submitted by the SRD/MG was one more time adopted for public consultation.
§ The revised version of Annex 10 of Rec. 70-03 (Radio microphones and Assistive Listening Devices), consequent to the adoption of ECC/DEC/(05)02, was adopted for public consultation.
§ An updated list of ERC/ECC Decisions to be reviewed in 2011, prepared by ECO, was agreed to be the basis for review process to be conducted by WG FM next year.
§ A document, on the “Method of Work for the Civil/Military meeting” was approved to be used as reference for the format of future Civil/Military meetings. It will be added to the list of terms of references of WG FM and its project teams published on ECO web site.
§ A new WG FM project team was agreed to be created to deal with broadband DA2G (Direct Air to Ground) communications. Terms of reference of the new PT will be developed by means of a correspondence group, to be approved at the next WG FM meeting in September.
§ A work programme for the correspondence group on cognitive radio systems was adopted.
§ Creation of a joint project team (JPT) between WG FM and WG SE was agreed to be proposed to WG SE in order to develop a report on the “broadband wireless systems in 2300-2400 MHz band”. A liaison statement was sent to WG SE to this effect.
§ A liaison statement on the discussions on sub-class 18 (DECT) was agreed to be sent to the TCAM which recently changed the template for sub-class 18. WG SE and ECC PT1 will also be contacted by means of a liaison statement in order to have their views on the power level of DECT equipment.
§ The draft CEPT Brief on WRC-11 Agenda item 1.1 (Requests from administrations to delete their country footnotes or to have their country name deleted from footnotes, if no longer required, in accordance with Resolution 26 (Rev. WRC-07)) was agreed to be forwarded to CPG subject to further refinement at the forthcoming WG FM meetings.
