A set of conventions governing the management and use of the ETNS was adopted on in December 1999 by the European Committee for Telecommunications Regulatory Affairs (ECTRA), a former committee of the European Conference of Postal and Telecommunications Administrations (CEPT), and amended in 12 January 2001. The conventions were substantially revised during 2003 and the new version was adopted as ECC Decision (04)07 in March 2004.
