Terms of Reference for the Working Group:  ‘Preparation for the Second Session of the RRC and for the two short regional radiocommunication conferences associated in time and place’ (WG RRC-06)

 

The Working Group: ‘Preparation for the Second Session of the RRC and for the two short regional radiocommunication conferences associated in time and place’ (WG RRC-06) shall:

  1.  Provide a forum within the CEPT to prepare European positions  for the Second Session of the RRC (RRC-06) and the two regional radiocommunication conferences associated in time and place (RRC-ST61 and RRC-GE89);
  2. Develop, as required, co-ordinated positions in order to assist CEPT administrations that are Members of the ITU Council in presenting a European position in respect of discussions concerning the agendas, the timings and the budgets of RRC-06, RRC-ST61 and RRC-GE89;
  3. To make the necessary regulatory and technical preparations, including harmonization of CEPT views and CEPT preparation for ITU planning exercises and support to multilateral coordination for RRC-06 in particular with the aim to achieve:

-          as far as possible, a pre-coordinated frequency plan between CEPT countries;

-         a draft text for the new agreement and the agreements for the revision of ST61 and GE89;

 

4.      Develop common positions in respect to the Intersessional Planning Group (IPG), the Regulatory/Procedural Group (RPG), the Planning Exercise Team (PXT) and other relevant ITU-R fora;

 

5.      Develop and agree European Common Proposals (ECPs) for the work of RRC-06 and, as appropriate, RRC-ST61 and prepare, where appropriate, proposals for RRC-GE89;

 

 

6.      Develop procedures to co-ordinate CEPT actions during the course of RRC-06, RRC-ST61 and RRC-GE89, including appointment of coordinators;

 

7.      Prepare and approve Briefs  for the members of CEPT national delegations in order to present the European positions at RRC-06, RRC-ST61 and RRC-GE89;

      

8.      Consult with various bodies and organisations inside or outside the CEPT, or administrations outside the CEPT, with the principal aim to collect information and to broaden the support of CEPT positions;

 

9.      Develop and maintain its work programme, approve the work programme of its subordinate bodies, and guide and co-ordinate the work of these bodies;

 

10. Liaise with the EBU, as appropriate on the above mentioned items;

 

11. Seek, where relevant, contributions and assistance from the  Office and the relevant ECC subordinate bodies;

 

12. Report to the ECC Plenary on the progress of its work;

 

13. The main group and its subordinate bodies should, where ever practicable, arrange their meetings in sequence at the same location;

 

14. Recommend possible actions to the ECC regarding relevant parts of the Wiesbaden-95 Agreement as modified in Maastricht 2002, and the Chester Agreement resulting from the decisions of RRC-06.
