Terms of Reference
The Working Group ‘Spectrum Engineering’ ( WG SE) shall:
1. Develop technical guidelines for the use of the frequency spectrum by various radiocommunication services;
2. Develop sharing criteria between radiocommunication services, systems or applications using the same frequency bands;
3. Develop compatibility criteria between radiocommunication services using different frequency bands;
4. Co-ordinate CEPT activities and contributions for the related work in ITU-R;
5. Co-operate with relevant technical bodies in ETSI in accordance with the procedures given in the Memorandum of Understanding between ECC and ETSI;
6. Study technical impacts of ISM and other non-radio equipment on radio services taking into account related activities in the relevant International and European Organisations;
7. On request from the CPG contribute to the preparation of CEPT positions for WRCs and other relevant fora;
8. Seek, where relevant, contributions and assistance from the Office and the relevant ECC subordinate bodies;
9. Consult with various bodies and organisations within CEPT countries or Administrations outside the CEPT, with the principal aim to collect information and to broaden the support for the deliverables of the working group;
10. Prepare draft Decisions as directed by the Plenary and prepare and approve Recommendations and Reports as necessary;
11. Develop and maintain its work programme, approve the work programme of its subordinate bodies, and guide and co-ordinate the work of these bodies;
12. Report to the Plenary.

Terms of reference

To study the cross-border coordination situations between different land mobile networks;

To study the compatibility between TETRA Enhanced Data Service and other mobile systems;

To study the compatibility between airborn GSM systems and ground-based mobile networks.

Terms of reference
Under the direction of WG SE:
-
Prepare harmonised frequency plans and guidelines for introducing novel broadband applications in the FS;
-
Study developments in new FS technology;
-
Study compatibility/sharing issues involving traditional FS (such as radio relay links) as well as broadband FS applications;
-
Liaise/contribute to ETSI STC/TM4 in accordance with the CEPT/ETSI MoU.

Terms of reference
Under the direction of WG SE:

Undertake compatibility studies in support of WG FM activities on SRD, in particular those relating to the maintenance of the Recommendation ERC/REC 70-03.

In the course of these studies, co-ordinate in liaison with SRD/MG the relevant activities in ITU-R.

Terms of Reference
Under the direction of WG SE develop ECC Report(s) and liaise directly with WG FM and WG RA as necessary, in order to:
-
Identify technical requirements (e.g. spectrum masks, channel plans, mitigation techniques) with a view to ensure the protection of radio services, and obligations emerging from relevant international agreements (e.g. on cross border coordination issues) for the bands identified in document RSCOM 06-09 (discussion on the implementation of WAPECS);
-
To continue the work of ECC PT8 on enhancing harmonisation and increasing flexibility in spectrum management, in particular the proposals for ‘flexible bands’ taking account of ECC Report 80. The studies have to define technical conditions for flexible use of the potential candidate bands identified by WG FM through analysis of the protection requirements of radio services in adjacent bands, and of existing applications sharing the same bands;

Develop responses to relevant EC Mandates;
-
Contribute to relevant ITU-R groups as appropriate.
